Netherlands Foundation on Water and Climate The Co-operative Programme on Water and Climate (CPWC) is governed by the Netherlands Foundation on Water and Climate (NFWC). The Board of the Foundation (see below) reports to the financier, Partners for Water, a Dutch governmental interdepartmental cooperation programme.
